Leisa Prowse Consulting supported McIlwain Civil’s community liaison activities in the final stages of the successful delivery of the $46m Veloway Stage E project.
Situation Explained

Leisa Prowse Consulting was engaged by McIlwain Civil to provide Stakeholder Engagement and Community Liaison Support during the final months of the Veloway 1 Stage E (V1SE) construction.
The V1SE project included the construction of 1.4 kilometres of dedicated cycleway between Birdwood Road at Holland Park West and Gaza Road at Tarragindi.
Delivered on behalf of the Department of Transport and Main Roads (TMR), this dedicated cycling infrastructure provides an important contribution to Brisbane’s growing active transport infrastructure network.
The completion of the V1SE project means that people who ride bicycles are now able to enjoy a 17-kilometre dedicated cycling facility from Brisbane’s CBD to Eight Mile Plains.
The project included the construction of dedicated cycling bridges over Marshall Road, Sterculia Avenue and Bapaume Road near Gaza Road. The project also included providing access to the cycling facility at Bapaume Road, opposite Perone Road, and ramp connections from Gaza Road and the south side of Birdwood Road.
Leisa Prowse Consulting also supported the community and stakeholder liaison activities during the construction of the three-metre wide shared path between the V1SE facility and the existing Veloway 1 facility at Birdwood Road.
Community and stakeholder liaison was a critical component of the V1SE construction. The location of project next to an active freeway, coupled with project milestones, meant that night-time construction works were required. Developing an ongoing relationship with the local community was key to understanding and appropriately addressing construction impacts such as noise and traffic movement around the project area, particularly at night.
Our Approach
The community liaison support delivered by Leisa Prowse Consulting during the construction of the V1SE project included:
- staffing the project telephone hotline
- responding to community contact
- updating the community and stakeholder management database
- proactively communicating with neighbours about upcoming works
- maintaining ongoing communication with the Department of Transport and Main Roads Communications and Engagement Team to inform them about project progress and associated community and stakeholder engagement activities.
