Reviewed engagement processes delivered for Active Transport Investment Program funded projects to inform the development of the Community and Stakeholder Engagement Guide and Evaluation Framework.

 

Situation Explained

Leisa Prowse Consulting was engaged to undertake a review of stakeholder engagement processes delivered as part of projects funded by the Active Transport Investment Program (ATIP).

The review found that departmental, local government and community stakeholders agreed that effective community and stakeholder engagement is critical during the planning and delivery of cycling infrastructure projects. These stakeholders agreed that effective engagement could enhance the outcomes of projects and encourage ongoing working relationships.

The findings of the review informed the development the Community and Stakeholder Engagement Guide for ATIP funded projects and the associated Evaluation Framework.

The Community and Stakeholder Engagement Guide, published in August 2019, is intended to support the delivery of consistent and effective community and stakeholder engagement for ATIP funded projects across Queensland.

Our Approach

The Leisa Prowse Consulting team led the review of community and stakeholder engagement processes delivered as part of projects funded by the ATIP. As part of this project we also led the development of the Community and Stakeholder Engagement Guide and the Evaluation Framework.

As part of the review process, we:

  • identified international, national and regional best practice engagement examples
  • conducted telephone interviews with community and government stakeholders across Queensland
  • developed and delivered online surveys
  • facilitated workshops with TMR district representatives, local government staff and peak body representatives.

The outcomes of the review informed the development of the Community and Stakeholder Engagement Guide. It also informed the Evaluation Framework, which outlines a range of measures to monitor and evaluate the effectiveness of engagement processes, and ensure that learnings are shared.

Results

 

          • Research into best practice, and stakeholder workshops, telephone interviews and surveys informed the review of engagement processes delivered for cycling projects funded by the ATIP.
          • Outcomes of the review reinforced the importance of engagement and underpinned the development of the Community and Stakeholder Engagement Guide, which was published in August 2019.
          • A comprehensive Evaluation Framework was developed so that the effectiveness of engagement processes can be monitored to track improvements over time.
