Exploring the increasing levels of sports participation and current availability in South East Queensland for indoor sporting venues, and balancing local needs with Games infrastructure planning.
Situation Explained
In preparation for the Brisbane 2032 Olympic and Paralympic Games, the Queensland Government has identified the Moreton Bay Indoor Sports Centre (MBISC) as a key Games venue. The MBISC’s planned location is the Mill precinct at Petrie.
The MBISC is planned to have 12 indoor playing courts across two halls, the centre will be able to host various sports including basketball, netball, volleyball, badminton, futsal, pickleball, gymnastics and wheelchair rugby. MBISC will have capacity of up to 10,000 spectators.
Our Approach
Stakeholder engagement was identified as an integral component of the project viability report (PVR) process to understand the potential for the MBISC after the Games. We spoke to key stakeholders from the state and local government, local sporting organisations and peak sporting bodies, and the University of the Sunshine Coast. We focussed on one-to-one or small group discussions, paired with detailed background research.
Qualitive feedback from each discussion was analysed to identify key findings across all the sporting bodies and organisations. Our reporting aimed to understand and define:
- current levels of participation and levels of play for indoor sports
- ability of existing venues to meet current indoor sport needs
- future growth in indoor sports and potential demand for new indoor sports venues
- design requirements and amenities to accommodate different users
- associated infrastructure and co-located facilities.
The findings supported the PVR and final design of the MBISC.
Results
The MBISC PVR was granted a ‘green light’ at Gateway Review. The quality of the engagement was mentioned as a contributing factor for the review body confidently progressing the project to the next stage.
The MBISC is currently in the procurement stage.
